DHA Lahore Transfer Process: Step by Step

DHA Lahore runs its own transfer system, and it is stricter than most Lahore societies. Here is the order of the steps, what each party has to produce, and where deals usually stall.

Why a DHA transfer works differently

Ownership inside DHA Lahore is evidenced by DHA's own paperwork: the allocation, intimation, allotment and transfer letters issued from the DHA office. Every change of ownership passes through DHA's transfer branch, and nothing you sign privately with a seller moves that record. Until the branch processes the transfer and issues a transfer letter in your name, you are not the owner in DHA's books, whatever you have paid.

That has one consequence people underestimate: the transfer is an appointment, not a negotiation. Both parties, or properly attested attorneys, appear in person with original CNICs, the seller surrenders the original chain of DHA letters, charges are paid, and the file moves. One missing document wastes the appointment.

The DHA Lahore transfer procedure, step by step

This is the sequence DHA follows. Running it out of order is why a transfer that should take days ends up taking weeks.

Note where verification sits: first, before money moves. DHA will confirm what it holds against a plot number before anyone pays anything, so no buyer needs to rely on photocopies.

  • Verification first: confirm with DHA that plot number, phase, block and size match the seller's papers, that the recorded owner is the person you are dealing with, and that nothing is marked against the plot.

  • Dues clearance and NDC: the seller takes the No Demand Certificate request form from DHA reception, clears outstanding development, membership and other charges, and DHA issues the NDC confirming nothing is owed.

  • Charges and vouchers: a payment voucher is issued through the finance branch, transfer fee and applicable advance tax are paid, and the income tax declaration is filed. Paid vouchers go in ahead of the appointment, not on the morning of it.

  • The transfer appointment: both parties attend the transfer branch with original CNICs, attested CNIC copies, affidavits on DHA's specimen format attested by an oath commissioner, and the seller's complete original chain of DHA letters, surrendered to DHA.

  • Receipt, then transfer letter: the customer services officer checks the file and issues a receipt. The transfer letter is collected afterwards against that receipt and the buyer's CNIC.

NDC, affidavits and gift transfers

Take the affidavit specimen from DHA rather than drafting your own wording: DHA publishes the formats it accepts, and a home-made affidavit guarantees a second trip. Attested CNIC copies matter too: the name and father's name must match the DHA record exactly, not approximately.

The NDC is the seller's job, not the buyer's, and it is time sensitive rather than open-ended. Do not send a seller for one while terms are still being argued: a stale certificate has to be redone and the dues position rechecked. Settle price and completion date first. Family transfers run a parallel route: a gift or hiba goes through the same branch, but donor and recipient attend together with a gift deed and two witnesses.

File or developed plot: read the letter, not the label

In the market the word file gets used loosely for anything unbuilt. What matters is which DHA document the seller holds. An allocation is a claim to a plot not yet numbered. An intimation letter follows once a plot number is assigned. An allotment letter is issued after possession of a developed plot is handed over. A transfer letter is what each subsequent buyer receives. The document names the stage, and the stage sets your risk.

A developed plot with possession behind it is the cleanest buy: you can walk it, measure it against the paper dimensions, see the road level and what the neighbours have built. An unnumbered allocation in an undeveloped phase is a position in a queue, with development timing outside your control. Both are legitimate, but they are not the same purchase and should not be priced as one.

There is a wider change to note. Since 1 July 2026, file-based property trading has been abolished in Lahore's housing schemes, and a PLRA-issued property certificate carrying a QR code is the recognised proof of ownership, with society records migrated to PLRA's Housing Societies Management System. DHA's documents are DHA-issued and its transfers run through its own branch, so ask that branch what applies to your phase today rather than assuming last year's practice holds.

Phase 12 (EME) and phase-specific requirements

DHA phases do not all ask for the same paperwork. Phase 12 (EME) carries requirements the older phases do not: a Property Tax Clearance Certificate from the concerned Excise and Taxation office, and a TTIP paid receipt from the local government office, for plots and constructed properties alike. Phase 11 (Rahbar) has similar extras.

The point about both documents is that they do not come from a DHA counter. They come from separate government offices with their own queues and timelines, so they cannot be arranged the afternoon before an appointment. If the plot is in Phase 12, start those clearances when the deal is agreed, in parallel with the NDC rather than after it, and settle in writing who is obtaining them.

Ask which phase-specific documents apply to your exact plot before committing to a completion date, because a seller who has not transferred anything in years often will not know.

Buying or selling DHA property from abroad

DHA has a defined route for overseas parties, and it runs on a power of attorney rather than on scans and emails. The overseas owner or buyer executes a special power of attorney in favour of someone trusted in Pakistan, has it attested at the Pakistani embassy or consulate, and has it verified in Pakistan by the Ministry of Foreign Affairs before use. The attorney then attends the transfer branch in person with an original CNIC.

Two cautions save most of the trouble. Attestations carry a limited validity window, so do not execute a power of attorney months before the deal is ready to close: confirm the current window, then time it. And where an older power of attorney sits on the property, it generally has to be formally cancelled before a fresh transfer can proceed.

As a buyer facing an attorney sale, apply more scrutiny, not less: confirm the document is genuine, current and specific to this plot, and that the principal is alive and consenting.

Common delays, and what to demand before a token

Nearly every stalled DHA transfer traces to a short list: undisclosed dues that surface at the NDC stage, a name or father's name that does not match between CNIC and DHA record, a missing letter in the original chain (a lost transfer letter has its own process and delay), phase-specific certificates started too late, inherited property where succession was never completed, and attorney problems. All are findable before money changes hands.

  • A clear position on dues: who clears them, and by when the NDC will be in hand.

  • In Phase 12, agreement on who obtains the Excise and Taxation clearance and the TTIP receipt.
